Citizens For Responsible Care and Research Incorporated (CIRCARE)

Corporation

CIRCARE is a nonprofit national organization of concerned professionals and lay persons who share the common goal to improve safeguards for human research subjects. We oppose the exploitation and deception of human subjects in unethical studies that violate the human rights, welfare, or the best medical interests of the individual subject.

CIRCARE was incorporated in New York state on 1996-07-17 as a 501 (c) 3 nonprofit organization. Since that time, CIRCARE has been singularly instrumental in bringing documented evidence of human subject abuse to the attention of the public. Donations to CIRCARE are tax-deductible.

Former Officers and Board Members

CIRCARE board member Cherlynn Mathias R.N. resigned in January 2004 to take a position with the National Institutes of Health. We wish her all the best. In October 2004 long-time board member Zoltan Annau Ph.D. resigned upon his relocation to Florida. We miss his wise counsel.

In October 2007 Paul Gelsinger resigned as vice–president (2005-2007) and board member (2006-2011).

In November 2007 Karen Joy Miller resigned from the board of directors.

Recent Activities

On 2005-08-02 CIRCARE Vice President Paul Gelsinger addressed the Secretary's Advisory Committee on Human Research Protection on our behalf. CIRCARE was among a number of patient advocacy organizations invited to present their views on the adequacy of human research protections currently in place. CIRCARE co-founder Adil Shamoo Ph.D. was invited to speak at the (External) Health Advocates in Research Conference held on 2005-01-14 at Sarah Lawrence College. The conference celebrated the 25th anniversary of the college's Health Advocacy Program. In March, 2004 Adil Shamoo Ph.D. and co-author Jonathan Moreno Ph.D. published an article titled Ethics of Research Involving Mandatory Drug Testing of High School Athletes in Oregon. [Shamoo A, Moreno D. The American Journal of Bioethics. 2004;4(1):25-31.] This article described the ethical difficulties that prompted OHRP to shut down the NIH-funded SATURN trial and suspend approval of new research at Oregon Health Sciences University. The editors of The American Journal of Bioethics selected it as the target article for solicited Open Peer Commentaries.

Also in March, 2004 Adil E. Shamoo Ph.D. and co-author Linda Strause Ph.D. published an article titled Closing the Gap in Regulations for the Protection of Human Subjects in Research. Adil Shamoo Ph.D. spoke at the (External) IRB 101 Conference co-sponsored by Columbia University and PRIM&R titled Respect for All Involved: A National Research Integrity & Human Research Protections Workshop. The workshop was held on 2003-09-08 and 09.

Paul Gelsinger was a keynote speaker at Protecting Human Research Subjects: Theory and Practice , a conference sponsored by the Office for Human Research Protections, The US Food & Drug Administration, The Department of Veterans Affairs, and the National Institutes of Health. The conference took place on 2003-06-05 and 06.

Paul spoke at the (External) 10th Annual Bioethics Conference sponsored by the Faculty of Religion at Loma Linda University. The conference took place on 2003-04-23.
