Kenneth Braulio Alonso, M.D. The Georgia State Board of Medical Examiners determined that Dr. Alonso's treatment of six patients diagnosed with cancer was unethical and dangerous. The board put conditions on his medical license and prohibited him from treating patients diagnosed with cancer unless or until he became board-certified in oncology. The board also directed Dr. Alonso to pay a $10,000 fine. ( 1 )

Paul Victor Beals, M.D. Dr. Beals' most recent order is related to his involvement in a clinic owned and operated by unlicensed persons who used an unapproved ultraviolet (UV) blood irradiation device on people with HIV/AIDS. On October 23, 2001, William F. Eberlin, President of Innovative Medical Clinics (IMC) in Gaithersburg, Maryland, appeared in U.S. District Court for the District of Maryland, where he was sentenced to serve 2 years of probation and perform 200 hours of community service pursuant to his July 19, 2001 conviction of introducing an unapproved medical device into interstate commerce in violation of Title 21 U.S.C. § 331(a). This investigation was initiated based on a referral from FDA's Center for Devices and Radiological Health (CDRH).

IMC was suspected of using an unapproved ultraviolet blood irradiation (UBI) device on patients to treat such diseases HIV/AIDS and hepatitis. In 1997, the U.S. Marshals Service seized a similar UBI device at the Clinical Technology Center in Rockville, Maryland. The clinic was owned and operated by Carl Schleicher, Dennis Cooper, Nicolas Smith, and William Eberlin. Based on this seizure, all related parties entered into a permanent injunction with the U.S. District of Maryland, to cease and desist the manufacture, sale, and use of the UBI device.

Subsequent investigation indicated the UBI device was produced by Precision Assembly Corp. (PAC) in New Jersey, and was shipped to the Foundation for Blood Irradiation (FBBI) in Maryland. The owner of FBBI (Schleicher) died in November 1999. A number of the devices were then traced to IMC. On August 4, 2000, a search warrant was executed at IMC, where documentary evidence was seized that substantiated the manufacture, promotion, and sale of UBI devices nationally and internationally. ** Paula Ruth Bickle Paula Bickle was a member of Great Lakes College of Clinical Medicine Institutional Review Board and principal investigator for IND studies of Dimercapto-propane sulfonate (DMPS) sponsored by Heyltex Incorporated. Chief among the deficiencies in her clinical trials was failure to report the death of a research subject to FDA and failure to obtain informed consent. Ms. Bickle was prosecuted for practicing medicine without a license by the states of Washington (1996) and Oregon (1998).

Burzynski, M.D., Ph.D. Following reversal and appeal Dr. Burzynski's license was put on probation for ten years for failure to comply with federal regulations for investigational new drug studies and the Texas Food and Drug Act. Deepak Kumar Chitkara, MB ChB Dr. Chitkara's license was suspended upon finding proved the allegation that he had conducted two separate but connecting trials without the approval of a Research Ethics Committee or the consent of patients inter alia . Subsequently the hearing panel determined Dr. Chitkara's fitness to practice was not impaired but imposed restrictions on his practice, including license suspension.

Clark, M.D. Dr. Clark's license was revoked for experimentation without obtaining adequate informed consent, making deceptive, untrue, or fraudulent representations etc., while providing experimental cancer treatment that led to the death of one person. Louis Fernand Fabre Jr., M.D. On 2005-01-15 FDA issued a Notice of Initiation of Disqualification Proceedings and Opportunity to Explain to Dr. Fabre alleging objectionable conduct in a bioequivalency trial of the drug Clozaril. Resarch subject Gary Poulsen died from an adverse drug reaction during this trial. On 2006-01-23 FDA sent a warning letter to the Human Investigation Committee of Houston, Texas, in which it alleged deficiencies in IRB review and approval of the Clozaril trial in which Mr. Poulsen died, among other things. The Human Investigation Committee of Houston, Texas is owned by Dr. Fabre and reviewed and approved at least 65 drug trials conducted by Dr. Fabre at his clinic. ( 8 ) Because these FDA records don't include bioequivalency studies (like the one in which Mr. Poulsen died), the total number of studies approved by this IRB is likely to be higher. On 2006-04-24 the Texas Medical Board issued a complaint against Dr. Fabre for his conduct in this matter. Dr. Fabre entered into a Mediated Agreed Order with the Texas Medical Board to resolve this matter on 2006-10-06. The following is a (verbatim) synopsis of the Mediated Agreed Order from the Texas Medical Board Physician Verification / Physician Profile for Dr. Fabre:

On October 6, 2006, the board and Dr. Fabre entered into a mediated agreed order publicly reprimanding Dr. Fabre and requiring that he have an independent protocol supervisor and have all research protocols approved by two institutional review boards; that he complete courses of at least 10 hours in each of medical records and risk management and assessing an administrative penalty of $5,000. Dr. Fabre performs medication clinical trials for pharmaceutical companies. The action was based on allegations of failure to supervise adequately the activities of those acting under his supervision during a clinical trial for the drug Clozaril for which Dr. Fabre enlisted V.Z. (deceased), a forty-seven year old male, to participate.
